History

Cleveland Bay , which is bay in which Townsville is in, was named by Captain James Cook on the HM Bark Endeavour on 6 June 1770, probably in honour of John Cleveland, Secretary to the Admiralty (1751-1763). Alternatively, Cook may have named the bay after the Cleveland Hills near his birthplace of Marton in Yorkshire, England. 

Castle Hill district and Ross River district closed, and combined to form Cleveland Bay district in 1989 [1].  The District Commissioner in 1989 was J. J. Snowdowne [2].  It closed sometime around 2002-2003, when Kennedy Area transitioned to becoming Kennedy Region [1].
